The ancient city-state of Athens created one of the richest and most influential cultures in Western history.

They adopted the Phoenician alphabet (adding vowels to it) to create a written Greek language and they adopted papyrus from the Egyptians to preserve their ideas in books.

In addition to geometry, astronomy, philosophy, physics, engineering, drama and medicine, the Athenians introduced the modern concepts of reason and logic. Prominent Greek philosophers included:

  • Thales (born around 600 BC) – asserted the entire physical world could be worked out through reason and mathematics and correctly determined the approximate shape of the earth and its orbit around the sun.
  • Pythagoras (born 570 BC) – led a religious cult that used mathematical proportions to understand musical harmony and the movement of the planets and stars.
  • Democritus (born 460 BC) – theorized everything in the universe is made up of atoms.
  • Hippocrates (born 460 BC) – the first physician to to systematically classify illnesses based on points of similarity and difference.
  • Socrates (born 470 BC) – asserted knowledge can only be obtained through constant questioning.
  • Plato (born 427 BC) – (most famous disciple of Socrates) deduced planets move in a circular pattern around the sun and that day and night result from the Earth spinning on its axis.
  • Aristotle (born 384 BC) – Plato’s most famous pupil, founded the Lyceum and taught Alexander the Great. More focused on data than Plato, he studied and documented the physiology of all animals, and expounded on ethics, virtue and good character.

In this lecture, Benjamin also discussed the Greek gods and their origin myths, as well as the Cult of Dionysus and  efforts by Athenian to channel the Cult’s drunken and lascivious behavior into lavish open air theatrical events. Seating as many as 20,000 people, these events featured plays by Aeschylus, Sophocles and other playwrights.

During the Greek Dark Ages {1100-800 BC) the Greek peninsula was organized into fortified cities known as Polis. These were run by militarized aristocracies that treated commoners as virtual slaves. Owing to major mountain ranges that separated them, they established overseas colonies ranging from Spain to the Black Sea (450 by 750 BC) to source scarce commodities.

A steady increase in trade would lead to a rising middle class to challenge the power of the nobility. The result was continual unrest during the period 750-550 BC. In 650 BC, an insurrection in Athens led a series of middle class tyrants* to seize power from the nobility and implement more equitable distribution of agricultural land.

Around 594 BC, Solon, an aristocrat who distinguished himself as both a merchant and military leader, was appointed chief magistrate of Athens. Solon’s reforms included the cancellation of commoners’ debts, the abolition of debt slavery and the appointment of rich merchants to the ruling council, as well as men of noble birth.

In 508 BC, the tyrant Cleisthenes seized power. The so-called “father of Athenian democracy” granted the popular assembly (elected by 20% of the population*) the right to pass laws, as well as creating a council of 500 chosen by lottery.

The city-state Sparta also established a form of democracy. Ruled by a king and his chosen council of elders, Sparta also had a popular assembly with the power to veto their proposals.

In Sparta all males were expected to begin military training at age 7. At 20, they were conscripted into the military until their retirement at age 60. At 30, they were allowed to marry but could only visit their wives at night.

In 480 BC, Athens and Sparta allied to defeat Persian invaders at Thermopylae although Persia continued to occupy many overseas Greek colonies.

In 431 BC the Spartan League (Sparta and the city-states allied with them) declared war on the Delian League (consisting of Athens and its allied city-states). Known as the Peloponnesian Wars, the 23-year war that ensued would end the Golden Age of Greece. Both democracy and the flourishing of art, literature and science it promoted ended when Athens surrendered in 408 BC


*In ancient Greece, a “tyrant” was a commoner who took power by force and thus ruled illegitimately.

In this Press TV documentary about “democracy” in early Athens and Rome, what intrigued me most is that it glosses over burning questions that are glossed over in high school social studies. It has always mystified me why the Athenians put Socrates to death  and why the Roman Emperor Constantine declared Christianity the official Roman religion in 313 AD – when only 20% of Romans were Christian and the emperor himself was non-Christian (he converted shortly before his death).

According to the Iranian scholars interviewed in this film, the supposed Athenian democracy was actually ruled by a hereditary nobility. Socrates ran afoul of them because he taught the Athenian form of government was actually a type of demagoguery. He was also highly critical of their lack of concern about morality, justice or the massive social inequality present in Athens at the time.

At the time of Socrates, only about 1/8 of the Athenian population (the landowners comprising the nobility) were allowed any input into government. Women and slaves (who comprised 3/4 of the population) and foreign non-slaves (about 10% of the population) were automatically excluded.

In addition to examining the contrasting political systems in the city-states of Athens and Sparta, the film looks at the Roman Republic (509-37 BC), which combined elements of both. It attributes attributes Constantine’s 313 AD Edict of Milan (which made Christianity the official religion) to a desire to unify the population during a period of growing class warfare and growing conflict with the Persian (Iranian) Empire. The latter, which stretched from the Indus to the Nile Rivers, was an enemy of Rome.

The film also explores two distinct differences between Western and Eastern systems of governance. Slavery was far more prominent under Western “democracy” and leaders were much hard to depose when they became corrupt. In contrast, Persian emperors were deposed when they became corrupt and lost the support of the people they ruled.


*A demogogue is someone who makes use of popular prejudices and false claims and promises in order to gain power.

Part 2 of the BBC “History of the World” series covers the rise of the first western empires. This is commonly referred to as “ancient history,” a subject no longer taught in US schools (recently, however, it seems to be a popular topic for Hollywood features films). Although the reenactments in Part 2 are shorter and more plausible, Part 2’s failure to cover non-Western empires is a serious weakness.

The empires described include

  • The Assyrian Empire (2,500 – 609 BC) – focusing on the rule of Sennacherib (705-681 BC), who initiated the use of “total warfare” (killing non-combatant elderly women and children) and “shock and awe” terror tactics to subjugate neighboring nations. Sennacherib created the blueprint for every subsequent tyrant who has sought to rule by terror.
  • The Persian Empire – founded by Cyrus the Great with the conquest of the Median, Lydian, and Babylonian empires in 550 BC. Unlike Sennacherib, Cyrus ruled via by diplomacy and sought to integrate the various cultures under his rule.
  • The brief empire ruled by Alexander the Great (334-323 BC) – which included Turkey, Egypt, North Africa, and Asia Minor to the Indian border. Like Cyrus, Alexander also attempted to integrate the different cultures under his rule.

Part 2 goes on covers the rise of democracy in the city-state of Athens in the 6th century BC and their successful rebuff of a much larger Persian army that tried to conquer them.

This episode also explores the life and teachings of Gautama Buddha (5th-6th century BC) in India, Confucius (551-479 BC) in China and Socrates (470-399 BC) in Athens. All three promoted philosophies that were at odds with the violent and hierarchical empire building of the times.

Relying on the pioneering work of Lewis Morgan and other early anthropologists, Engels traces the origins of class society back to the agricultural revolution (around 10,000 BC when our hunter gatherer ancestors transformed themselves into farmers). The advent of agriculture resulted in a “surplus” of food, which became the responsibility of an elite (kings and priests) to safeguard for the winter and hard times.

The production of an agricultural surplus also enables the accumulation of wealth and the desire to bequeath one’s riches to descendants. This can only happen if men can trace the paternity of their offspring. Men’s desire to pass on wealth resulted in the introduction of the marriage contract to bind all women to a single man (while men were allowed unlimited partners)  and the replacement of matriarchal society with patriarchy.

Engels goes on to trace how this early wealth creation led to the concept of private property and the feudalistic state. To have a state you have to have a king or supreme leader. He maintains power via a standing army and rewards “knights” in his army with gifts of private property. And because property is no longer owned communally, peasants are forced off the land that provides their subsistence and forced to go to work for knights and lords who have expropriated their land.

The book contains a fascinating section about the way the Iroquois Nation governed themselves – including their use of consensus in decision making, inheritance through the female line and their collective ownership of property. He also outlines how various Iroquois tribes were united in a Confederacy governed by a Federal Council (which formed the basis for state-federal structure the colonists adopted in the Articles of Confederation).

There is also a section about democracy in ancient Athens and the coalescence of Latin tribes into a single Roman government. The final chapter concerns the amalgamation of the various Germanic tribes into the states of Germany and France.

Beyond Elections is about the global participatory democracy (aka direct or deliberative democracy) movement – the grassroots effort to replace so-called representative democracy (aka polyarchy*) with a process in which citizens participate directly in policy decisions that affect their lives. Historically participatory democracy began in ancient Athens, where people governed directly through large public assemblies (unfortunately assemblies were limited to free born men, who comprised only one-fifth of the population).

According to the filmmakers, participatory democracy died out until 1989, when the Brazilian Workers Party resurrected it in Porto Allegre Brazil by creating participatory budget assemblies. In my view, this isn’t strictly correct, as the Russian anarchist Mikhail Bakunin, who the Marxists expelled from the First International** , advocated for a system of participatory democracy called “collective anarchism.” Workers used participatory democracy to run the 1871 Paris Commune, as did numerous Spanish cities during the Spanish Civil War.

The Spread of Participatory Democracy

The documentary explores how this new style of local government spread throughout Brazil and to other Latin American countries, as well as to Europe, Africa and even parts of Canada (Guelph Ontario and parts of Montreal). A few US activists are campaigning for more American communities to adopt participatory democracy (several are described in the 2012 book Slow Democracy), but most Americans have never heard of it. The only aspect of participatory democracy widely adopted in the US are workers cooperatives.

Beyond Elections presents numerous examples of participatory democracies in the various Latin American countries that have implemented it. Under representative democracy, local councils are nearly always controlled by local business interests, and elected officials typically enact budgets that benefit these interests. When ordinary people control the budgeting processes through popular assemblies, they spend the money on programs benefiting the entire community, eg on clean safe housing, health centers and basic sanitation.

The Venezuelan Example

Following Hugo Chavez’s election in 1998, the Venezuelan government called a constitutional assembly to write a new constitution. The latter enabled Venezuelans to directly govern their communities through communal councils, as well as water committees, workers committees (to set up and run workers cooperatives), health committees and land committees (to implement land reform and set up farmers cooperatives).

The projects carried out by the communal councils and various committee were funded by grants from the central government. Despite endemic corruption in the Venezuelan bureaucracy, these new grassroots-run structures succeeded in bringing health care, decent housing and basic sanitation to Venezuelan slums for the very first time.

The film also examines the adoption of participatory democracy in Bolivia, Ecuador and parts of Mexico controlled by the Zapatistas.

The film is in 16 parts of roughly 5 minutes. Each successive segment starts automatically as the preceding segment finishes.


*In a polyarchy, power is closely guarded by a wealthy elite and the population remains passive except for periodic “free elections” in which they vote for the elites of their choice. When a tiny minority controls nearly all the wealth, “free elections” are only possible if the majority is systematically controlled with psychological propaganda.
