Testifying to the Senate Foreign Relations Committee, Secretary of State Rex Tillerson revealed that the US presence in Iraq is so permanent at this point that even if Iraq specifically requests the US withdraw and removes permission for them to be there, the US will remain.
Tillerson addressed the question from Sen. Tom Udall (D-NM), who asked whether the US intended to stay in Iraq uninvited like they are in Syria. Tillerson insisted the 2001 and 2002 Authorizations for Use of Military Force (AUMF) gave the US legal authority to stay.
This appears to be an entirely new position for the US government, as the Bush Administration agreed to withdraw from Iraq after being unable to get Iraqi authorization to stay, and absolute legal immunity for US troops…

Who in the world is surprised by this? And the international community just sits back and has no problem with this. What happens when the U.S. looks at another nation or country and decides to declare that the U.S. needs to use the “2001 and 2002 Authorization for Use of Military Force” there? They’d just better shut the hell up since they’re saying not a word about the U.S. claim that it can remain in Iraq, indefinitely, just because it can. This is monstrous! The U.S. is basically taking over countries by brute force and not a damn thing is being done! For the love of !!!!!

Shelby, I get the sense that China and Russia aren’t happy about the situation but they’re playing it like a chess game – with the Russia confronting the US in Syria and China confronting the US economically in Afghanistan. I think it’s virtually impossible for the US to start a ground war anywhere else – their military forces are already stretched way too thin. They could potentially bomb the shit out of a few places but can’t really occupy them. For example there’s no way they could actually occupy North Korea.
The strategy makes sense to me in a way – there’s no point picking a fight you can’t win. I suspect if Russia (and Iran and Turkey) succeed in removing the US from Syria, they may move on to Iraq.
